Policy Proposal Project

 

You are expected to develop a policy proposal for this advanced policy course. This paper will represent your final examination. You should select a client group which is discriminated against because of race, culture, gender, sexual orientation, disability, veteran status or any other characteristic. The selected group can be a subgroup of the university community, a city, county, state or nation. A social problem negatively affecting the targeted group must be identified and documented and a new policy proposal responding to the problem must be proposed. Your recommended proposal may represent an improvement over a previous policy or a new strategy altogether. As part of this proposal, you must recommend a program or intervention that operationalizes the policy and that takes into account the needs of minority groups. Finally, you must identify the desired outcomes of your policy as well as the criteria you would utilize to evaluate its success. The written project must follow the following guidelines.

 

 

Section A. Identification and Documentation of the Social Problem (200 points).

You should select a client group which is discriminated against because of race, culture, gender, sexual orientation, disability, veteran status or any other characteristic. The selected group can be a subgroup of the university community, a city, county, state or nation.

 

  1. Nature of the problem
  2. Does your selected problem meet the four criteria needed to be considered a social problem?
  3. Who are affected by this problem and to what extent?
  4. What are direct and indirect consequences of the problem?
  5. Problem’s history including prior attempts to deal with it.

 

Section discussion should be at least 5 pages with adequate citation and documentation

Section B. Policy Formulation (200 points).

 

A policy represents the position that you assume in relation to a social problem as well as its corresponding course of action. In this section you are expected to do just that. Take a position and suggest a course of action. The course of action, however, will be described in section C which deals with the intervention or program proposal. This section is primarily concerned with what you believe should be done while the next section is concerned with how it should be done.

 

While formulating your policy you should address the following issues:

1. What is in your opinion a reasonable goal to pursue in relation to your selected social

    problem?

2. What are the main goals and objectives of your proposed policy?

3. What personal, professional, or societal values are motivating the selection of these

    goals and objectives?

4. Are there any value conflicts associated with these goals or objectives?

5. Is the proposed policy consistent or in conflict with existing laws or policies?

6. Is the proposed policy sensitive to the needs of gender, class,

7. Is this a conservative, liberal or radical policy proposal?

8. What theoretical framework is behind this policy proposal?

9. How is this policy expected to contribute to social justice?

10. What is the political environment or what are sensitive circumstances surrounding

      key players?

1.      Identify any existing special or public interest groups organized around this issue?

2.      Should a coalition, social or political action group be formed to seek a policy change?

3.      What person or entity has the power to produce the desired change?

 

Section discussion should be at least 5 pages with adequate citation and documentation.

 

Section C: Intervention/Program Proposal (200 points).

 

This section should describe the actual strategy that will be followed in order to accomplish the policy goals and objectives. The strategy could take the form of a direct service delivery system, law enforcement, research, advocacy or lobbying on behalf or against particular issues.

 

  1. Describe the program or intervention you are proposing.
  2. Who will be the target of your intervention?
  3. If you are proposing a direct human service program, what will constitute the eligibility criteria for prospective clients who wish to receive services?
  4. Is there a logical connection between the problem statement, the policy and the strategy to be employed by the policy?
  5. What resources will the policy require for its implementation? (Such as finances, space, personnel, time, technology, public ideological support, etc.)
  6. What are the outcomes your proposed policy seeks?
  7. What strategy or criteria would you use to evaluate its success?
