Food is a central issue for the citizens of the Democratic People’s Republic of Korea (a.k.a. North Korea). After years of oppression, political isolation, and starvation on account of projecting a false image of prosperity to the outside world, North Koreans continue to suffer—and the ability of NGOs to provide help is very limited. The dilemma in this case is whether the NGO should cooperate with the regime in order to gain access to populations in need or, instead, leave and give witness to inform the world of the reality in the DPRK. In this paper, you will critically assess the situation as described in the readings and the lecture, and debate the choices with your colleagues.

1. In the first part, identify the problems of humanitarian aid delivery in North Korea.
2. In the second part, address the following questions:
What is the DPRK government position on the effectiveness, impact, and risk of humanitarian aid?
What is the view of CARE (as shown in the video) and posited by other NGOs in the assigned readings?
What measures might NGOs take to address the political challenges that affect their ability to provide aid? Your response should not exceed 600 words.
