Program Evaluation
There are a wide range of policies and programs that are targeted to supporting children and their outcomes, but these programs vary widely with regards to whether they have been designed with findings from developmental research in mind. The goal for this paper option is to explore a current policy or program targeting children and evaluate the program using what you have learned about child development through this course. This paper should be 5-6 pages written in APA-format (12pt, Times New Roman, double-spaced) and should include an APA-formatted reference list.
First, choose a program or policy to evaluate. You can choose from the options below or choose another program/policy that is of interest to you (please run your idea by me if you wish to choose your own).
Policy/Program options:
❏ Promise Neighborhoods ❏ Early Head Start
❏ City Connects
❏ Nurse-Family Partnership
Once you’ve chosen a program/policy, you should spend time becoming familiar with its objectives and practice components. You should then evaluate the program/policy in light of what you know about child development. Your policy analysis paper should include the three sections described here:
❏ Section 1: Describe the program or policy
❏ What are the goals and/or theory of change of this program? ❏ What is the target group?
❏ What does the program do?
❏ What are the components of the program?
❏ Who is running the program?
❏ How is the program implemented?
❏ What does engagement in the program look like for the average
child?
❏ Section 2: Evaluate the likely effectiveness of the policy or program
❏ Does this program meet its own goals?
❏ What is this policy/program doing well in terms of supporting child
development?
❏ Where is this policy/program lacking?
❏ You should support your critiques with empirical evidence
❏ Section 3: Offer recommendations for program improvement OR offer a proposal for an alternative program that would better serve the target population
❏ What could you add to this program/policy to improve children’s outcomes?
❏ You should ground recommendations in empirical evidence
