Myanmar Parliament has been doing capacity building programme to improve the efficiency and effectiveness of the Parliament. The paper focuses on the capacity building for the staff as the staff stays where Members of Parliament comes and go.
The framework I have in mind is 1) that the Parliament should define ‘capacity building’ to better plan capacity building programmes and to make the existing capacity building programmes (strategic plan of the parliament, attached, use ‘capacity building’ for trainings and workshops and study visits), 2) as trainings and workshops alone is not effective, they should take the ‘system’ approach to make all the programmes more effective.
The parliament has three administrations but the staff I interviewed are in the lower house (Pyithu Hluttaw).
I have written some (though very rubbish), which is uploaded as well. The file name is Diss v4. The texts under “Analysis” are data from interviews with the staff, which are the main data for the paper.
One of the difficulties in writing the dissertation is that the literature is very limited and few research is done on the parliamentary staff.
I am uploading literature I found which could be useful for writing. ‘Systematic capacity building’ by Potter and Brought (2004), and ‘Building sustainable capacity in the public sector: what can be done?’ by Grindle and Hilderbran (1995) are the main reading for the framework.
Parliamentary development in Myanmar would be very helpful as well.
