The paper is an academic paper and not summary or report. You should have a basic thesis or argument you are trying to present and defend as you engage with other secondary sources. You should have an introduction, main body, and conclusion. Not all conclusions will have explicit recommendations for future policy or analysis because some issues are very complex and not readily solvable. For example LGBTQ rights against criminalization in postcolonial Global South democracies that claim the right to non-interference from Western or UN pressures. There are no easy answers to this question when speaking from within these contexts even though you as an individual practitioner or policymaker may want to argue in favor of LGBTQ basic human rights. Just an example of how complex topics can be in contemporary democratic contexts. There are many other examples for topics, such as protection of minority rights – tribal, indigenous, ethnic, racial, religious, national status and immigration, refugee, dis-ability, trauma -, religious majorities and secularism, electoral processes and fair representation, and the overall viability of current neoliberal, capitalist democracies to promote development, alleviate poverty, and distribute wealth and resources in light of past systemic oppressions, for example the legacy of slavery and institutional and societal racism here in the U.S.
