The Legal implications raised by the mental disorder are immensely complicated and challenging for civil and criminal justice. They are beyond being rectified, and sometimes, we will continue to struggle with them. Nonetheless, mentally ill people do not deserve to be punished for the offense committed (Gosselin, 2017, p. 156). This is because the mental disorder can relieve these individuals from moral responsibility for their actions in fairly honest ways related to compulsion and ignorance. Besides, these individuals cannot understand morality and ethical concerns and should not be blamed when they behave abnormally.
There has been an increased encounter between individuals with mental disorders and the police. The cooperation of police and mental health care providers has become critical to meeting the needs of people who have mental health problems appropriately. Therefore, The Crisis Intervention Team (CIT) Model has an integrated approach for addressing the concerns of people with mental illness safely and efficiently, linking them to comprehensive care and, where appropriate, distracting them from the criminal justice system (Ogloff et al., 2007, p. 109).
In CIT training, police officers learn de-escalation techniques. Much of the training focuses on practical ways to de-escalate a situation. CIT training teaches officers to maintain a safe distance, let the individual spout in crisis, and use “mirrored” techniques to verify the emotions of the person (Ogloff et al., 2007, p. 111). It is noteworthy, according to the NPR report, that many law enforcement agencies have now incorporated personnel training at CIT.
CIT program teaches enforcement officers on the practical approaches to protect themselves and the people they serve (Frankham, 2019, p. 89). For the scenario of Milton Hall’s shooting, it can be deduced that the shooting officer observed what is taught in the CIT program. This is seen when Hall posed an imminent threat to the officers’ safety; therefore, he had to act accordingly.
