ANSWER
LIGHT HEALTHCARE CENTRE
Project Abstract
Light HealthCare Centre’s project will be centered towards reducing the overcrowding in the health facility and ensuring the data management recovery for the institution by installing the modern systems to curb any data loss.
Team Members
Light Health Care Center will have an upright layout in its organizational structure to facilitate the new planned implementations. The members involved in the project include;
The board: It is comprised of directors from the health care practitioner’s community and any members of society who have the intention of improving the health care in the community, such as religious clergy, but not limited to the spiritual, moral grounds.
Executives: Critical in managing the hospital’s objectives and performance to serve the patients and implement sustainability and quality strategies on services offered. An experienced chief operating officer will head the executive to safeguard the financial health as well in the organization.
Departmental Administrators: They report to the executives and manage the hospital’s daily routines and operations.
Patient Care Managers: Comprised of nurses and physicians who manage the professionals that provide care directly to the patients. to ensure the legal compliance rules are adhered to.
Human Resource: To ensure the timely and effective response, the healthcare facilities Human resources delegates duties and tasks to ensure the compliance of the set standards and regulations. The technical staff ensures the hygienic and reliable maintenance to ensure the Hospital is safe for all the facility persons. The management is in charge of implementing the breach and privacy data measures, especially in the Information and Technology department. The front desk and operations are in charge of taking calls and keeping logs for the patients that arrive and also acts as a receiver for the facilities. This complies with the guidelines and sets regulations strictly adhered to ensure the facilities offer exemplary services.
The Disaster recovery plan for an urgent care clinic with four doctors, ten nurses and two nurse practitioners; Different disasters affect. The most probable such as power outages, pandemic outbreaks, terrorism attacks, fire, and natural disasters, were top prioritized. Necessary measures such as backup generators, quarantine rooms, alarm systems and security personnel, fire extinguishers erected at various strategic places, and fire exits would be clearly visibly marked. IT systems and critical data would be cloud-based and backed up and automatic back up time after 30 minutes, the delegation of additional task would be assigned. The assignee would be awarded an incentive to motivate and ensure commitment; the regular appraisal would be conducted and awarded based on performance.
Project Dates
The projects will be commencing in the next year as planned. The exact date will be communicated later, however, the planned date in the first quarter of the year after the budgetary allocations, mid-January, 2021.
Executive Summary
Overcrowding was a major issue due to the global coronavirus pandemic that required social distancing and quarantine in some severe cases to ensure curbing the spread of the pandemic. The anticipated increase in expenses and cost for the patients to facilitate the financial returns and the increased efficiency and increased dedication time to the patients maintaining the medical faculty to ensure normal staff in the healthcare facility will lead to an estimated nine-million eight hundred thousand dollars. The increased admissions per hour increased by more than one and a half the normal admission patients due to the ongoing global pandemic. The increased patients and special requirements have ensured the increase. The amount is inclusive of the Disaster Recovery System. The documented set of procedures and process that is purposely pre-planned for recovery in the least period possible for the organization, ultimately leading to business continuity. Business continuity is where the entire organization is back to entire organization functionality after a crisis occurs. Disaster recovery is mostly to get important IT infrastructure and essential operations up and running. The disaster recovery system will be inhouse, for future use, thus the figure in for the budgetary allocation.
Introduction
The stakeholders will fully fund the projects for the hospital. The stakeholders include the board of directors and executives. The healthcare industries are mandated by the Joint Commission to be ready in the case of an emergency; the critical focus is not only on the patients but also on the staff. Healthcare facilities are required to keep the lights on regardless of the situation they might be facing.
Implementation of overcrowding protocol and the data recovery software to ensure the Light Health Centre’s data is backed up and can be retrieved in the occurrence of a disaster. However, suppose the facilities have been damaged extensively. In that case, logistical considerations such as relocation, communication restoration, or sourcing essentials from desks and computers to transporting patients and staff should have promptly ensued. Specifying backups and off-site procedures should be frequent, especially in backing up data and vital data storage for the Hospital. The backup and the people responsible for manning the backups should always be around the premises to ensure the tasks are performed thoroughly. To implement the technological and engineering tools that will enable the realization of a patient-centered healthcare system, the first step is to identify the United States Healthcare systems (IOM,2001). The four-level model has been adopted to clearly outline the structures and dynamic capacity of the healthcare systems. The healthcare system is divided into; The individual Patient, the care team, the organization, and the political and economic environment (Ferlie and Shortell, 2001). The model ensures the facility’s professional caregivers are provided with all the necessary resources to ensure the patients, the number one priority, is well catered for quality and timely recovery—this aid in the Hospital’s development and ultimately implementing its objectives.
The governance of data is essential in providing critical data integrity on the informational data; the Light Health Care Centre will comply by installing multiple information systems that feed and authenticate the data into the Electronic Health Recording system. It is beneficial as trails of the records can be comprehensively accounted for.
When the E.H.R systems are not thoroughly managed, its data warehouse can act as a data warehouse with a defined path for data governance and preserve the data’s integrity averting the risk of a breach. The data governance by the E.H.R ensures the information is manageable due to its capability to retain data. In the event of disaster striking, the evacuation of patients and staff was agreed upon. The relocation for emergency disasters to help the community was arranged and would follow government orders in the disaster scenario considering cost and space. Patient records needed for patients would be conveyed via strictly and prioritized electronic mail to ensure recoverable backups. Hard copies of records handed to clients would be logic and relevance as well as convenience based.
The Full Capacity Protocols provide the diverse economic, patient safety, data recovery and emergency services provided. They ensure the patient’s safety is well catered for and decrease the healthcare facility’s mortality rates; they will lead to increased patient and physician satisfaction and improve the working environments, and treatment efficiency. The vital signs monitored with Wireless Body Area Network sensors that will be part of the overcrowding protocol that uses the Android-based systems implement via GPS, thus tracking down patients when triggered and the vital signs monitored with Wireless Body Area Network sensors. Android systems that can be synced to patients enables the user to keep track and maintain a healthy lifestyle. This is further simplified by the smooth and simplified graphical user interface which is easily interpreted and understood.
All these are the future-oriented operational and semi-functional in this modern time; the future seems optimistic since historical periods, human beings continue improving on the innovations and inventions. The future may be secured and help in all the medical aspects, the inspiration from movies has also enabled some inconclusive researches and theories to find the cure for stubborn ailments such cancer; and Nanotechnologies that replace the complicated, risky surgery procedures; The immortal Jellyfish is also being studied to counter ageing and might cure cancer and be the missing elixir of life for eternal youth. However, some limitations hinder Android healthcare system application’s effectiveness in day-to-day life which include; Inconsistent network availability and coverage; It is expensive to pay subscriptions of internet service providers, Malware can attack the android server systems rendering them inaccessible. The major demerit is that the android healthcare systems densely rely on the Internet for optimum relevant functionality (Anil and Yarabothu, 2015).
The CPU scheduling algorithm that is most effective is the Priority scheduling algorithm. This type of scheduling relies on priority-based criteria that is most useful in hospitals due to urgency and need. Some vital signs can mean a matter of life and death and may ensure starvation. Leading to loss of life or neglect of some symptoms that may be underlying a major disease. Internet-based monitoring for better pervasive healthcare that is immediate and provides remote live monitoring records of patients.
Measurement Methods and Cost Estimations
The outcomes of the projects will include both the hard and light dollars to ensure the reputation of the hospital and care for its patients are the prioritized, the hard dollars will not be fully put into use as the pandemic has led to massive financial hits and as such the amounts will be slowly and minimally added and evenly distributed among the patients. However, the stakeholders’ have a specified period in which the money returns are anticipated; other fields will cater to these costs, to ensure lives are saved. In a new Approach, Value= Outcomes/ Cost that implements both the financial calculations and the impact they have on the organization (IHI, 2020; Foley and Mallon, 2011).
Conclusion
The organizational framework structure and critical data assets will help the organization assess the community’s health and illness patterns, identify any unmet needs in the regional health sector, and document the fiscal records managed by the appropriate managerial teams to ensure mitigation of inappropriate extravagant use.
