ANSWER
Advocacy Through Legislation
Identify a problem or concern in your state, community, or organization that has the capacity to be advocated through legislation. Research the issue and complete the sections below. For each topic that requires the listing of criteria, a minimum of two criteria should be identified and discussed. Add more rows as is appropriate for the topic/proposal.
| Problem
In no more than words, describe the problem, who is affected, and the current ramifications. Explain the consequences if the issue continues. |
||
| Texas is among the states that have not adopted the new affordable care act. The ramifications of not endorsing the legislation are that there are high numbers of uninsured people, and therefore, a high population of Texans living under the minimum wage cannot afford healthcare (Sommers, 2016). Texas is home to 4.5 million people without health insurance. The lack of insurance leads to death from controllable lifestyle diseases and the overcrowding of emergency rooms. | ||
| The idea for Addressing Solution
In no more than words, outline your idea for addressing the issue and explain why legislation is the best course for advocacy. |
||
| The issue of insurance can be addressed by accepting the affordable care act, which covers most of the population and reduces the number of uninsured people. Legislation and advocacy by nurse legislators are therefore important in this case as ACA will reduce the number of patients in the emergency rooms and give the doctors more time to attend to more patients while delivering quality care. Advocacy can help loosen the rules of acquiring health insurance.
|
||
| Research the Issue
Perform research and compile information for your idea. Present substantive evidence-based findings that support your idea for addressing the problem (studies, research, and reports). Include any similar legislation introduced or passed in other states. |
||
| Evidence 1 | According to Rudowitz & Antonisse (2018), ACA compels nurses to continue transformational leadership, which leads to the provision of quality. The availability of affordable healthcare is also advantageous for nursing outcomes as conditions are controlled before they get out of hand. | |
| Evidence 2 | ACA saves patients’ lives and improves the healthcare system, according to (Chen et al, 2019). States that have adopted the legislation have seen the low-income communities gaining access to healthcare and generally better healthcare outcomes. | |
| Stakeholder Support
Discuss the stakeholders who would support the proposed idea and explain why they would be in support. |
||
| Stakeholder(s) Supporting 1 | Rep. Lye Larson is the only Republican who publicly voted for the Medicaid expansion bill and can therefore be a champion for affordable care (Harper, 2021). | |
| Stakeholder(s) Supporting 2 | Phelan is a champion for healthy families and therefore can be turned towards supporting the Medicaid expansion bill. | |
| Stakeholder Opposition
Discuss the stakeholders who would oppose the proposed idea. Explain why they would be in opposition and how you would prepare to debate or converse about these considerations. |
||
| Stakeholder(s) Opposed 1 | Texas governor Greg Abbott does not support the bill for Medicaid expansion. Like most of the legislators who oppose the bill, he feels that the bill is not suited for the state. | |
| Stakeholder(s) Opposed 2 | Rep. Giovanni Capriglione thinks that the expansion is too complicated to be tackled in a two-page amendment. | |
| Financial Incentives/Costs
In no more than words, summarize the financial impact for the issue and the idea (added costs, cost savings, increased revenue, etc.). Provided support. |
||
| The Medicaid expansion prides states with a 90 percent expansion over time. Under the law, the states that do not already have the expansion are eligible for a 5% point increase if they implement the expansion (Najmabadi, 2016). The result of the financial benefit would be $9.6 billion over the next two years, assuming all eligible people enroll. The new state costs for expansion would be 6.8 billion dollars. | ||
| Legislature: Information Needed and Process for Proposal
Discuss how to advocate for your proposal using legislation. Include the following: |
||
| Provide the name and complete contact information for the legislator. | Lyle Larson
Lyle. Larson @house. Texas. gov (512)463-0646
|
|
| Describe the steps for how you would present this to your legislator. | I would present the suggestion through writing to the legislator to vote and convince his colleagues to vote for the bill advocating for Medicaid expansion. | |
| Outline the process if your legislator chooses to introduce your idea as a bill to congress. | The rep will first sponsor the bill, and then it will be assigned to a committee for study. If the committee releases it, the bill will be put on the calendar to be voted on, debated, or amended. If it passes by a simple majority, it moves to the senate. | |
| Christian Principles and Nursing Advocacy
In no more than words, discuss how principles of a Christian worldview lend support to legislative advocacy in health care without bias. Be specific as to how these principles help advocate for inclusiveness and positive health outcomes for all populations, including those more vulnerable, without regard to gender, sexual orientation, culture, race, religion/belief, etc. |
||
| As Christian brothers and sisters, it is only right we fight for each other and ensure every member of the community is receiving quality healthcare services. This can be done through advocating for the adoption of the Medicaid expansion to ensure that every citizen is covered and is receiving quality healthcare. | ||
