Article Summary
The article focuses on the enactment of the new security law in Hong Kong by mainland China and how it will influence the free and fair trade between Hong Kong and the United States, which is threatening to retaliate in ways that might affect Hong Kong negatively. For instance, the United States has vowed to end the special trade and economical treatment granted to Hong Kong (Alexandra and Vivian, 2020). However, China is considering the complaints of the world, especially the U.S as deception and an idea that involves distraction, dissimulation, and propaganda. China believes that the new security laws will enforce greater control which is worth to the country. According to the article, China is ready to sacrifice Hong Kong from freewheeling capitalism and personal freedoms that are not present on the mainland (Alexandra and Vivian, 2020). China has decided to impose its will on Hong Kong with the knowledge that this could cause permanent damage to the former British Colony both politically and economically.
The American retaliation may lead to a number of businesses leaving. Relatively, the British government says that the new security laws have violated the handover agreement (Alexandra and Vivian, 2020). The British government is ready to offer a path for citizens that are ready to provide citizenship to citizens that are ready to leave Hong Kong. However, China has responded that they are prepared to sacrifice Hong Kong to get their financial and legal freedom. For instance, other Chinese cities such as Shenzhen and Shanghai have agreed to make investor-friendly legal and financial frameworks. Therefore, China believes that the risk of the new security laws may be limited since they have extensive business holdings in the mainland.
The Issue
The issue that sits at heart is the proposal for a new security law that may lead to changes in trade and economic freedom with the United States that Hong Kong experiences. This means the enactment of the new security law will impact the free and fair trade between United States and Hong Kong since U.S has vowed to put sanctions in case of the new security law. The issue of the latest security law is delicate to the one country two systems under which the Chinese government agreed to protect the extensive autonomy, freedom, and independent legal orders within Hong Kong (BBC News, 2020). The main challenge with the enactment of the new security law is that it will have negative impacts on Hong Kong’s free trade and economic relations with the United States, which might be adverse.
The new security law has been a controversial issue since China has a different opinion about the law compared to other world leaders. They believe that the law will reduce secession, sedition, and subversion as well as enable the security organs to operate within the city (BBC News, 2020). They argue that establishing the legal framework will uphold national security, which is very crucial.
However, the opponents of the national security law are calling for more autonomy and democracy within Hong Kong. For instance, Washington has signaled an intent to end the special trading and economic relationship with Hong Kong. Other businesses are planning to leave Hong Kong, which will lower the development and economic power of Hong Kong. Some of the details of the law are disturbing to the people in Hong Kong since they have deprived the freedom of the people.
Why this issue is vital to the global community.
Hong Kong was handed back by the British Colony to China in 1997 under a mini-constitution, which is known as the basic law. The unique agreement ensured that the certain freedoms for Hong Kong to be held, such as an independent judiciary system, freedom of speech, assembly, and other democratic rights (Andrew, 2020). Without freedom of speech and expression, people will not be able to develop a sense of self.
At the heart of protecting these rights lies protection and respect for human dignity as well as individual ability to engage and live freely with one another. The issue has affected global business since Hong Kong is Asia’s financial hub, and most companies have established their headquarters in Hong Kong. Hong Kong is a reliable financial center since it offers links with New York City and London and has developed a strong financial service industry that may be affected by the issue of the new security laws (Andrew, 2020). For instance, the U.S threatens to put more sanctions on Hong Kong. Therefore, the enactment of the security laws may lead to economic challenges for Hong Kong and the entire global community, especially Asia, due to the withdrawal of businesses.
Source
The primary source of this issue is the proposal of the new security laws that China mainland believes will reduce subversion, secession, foreign interference, and terrorism. China’s decision has now led to question son business and personal freedoms as well as the autonomy of Hong Kong. After Hong Kong was handed back to China, Hong Kong was expected to enact its own national security law according to the unique agreement (BBC News, 2020). However, the government has tried to adopt the security laws that have been opposed to violence and protests since people in Hong Kong are afraid that their freedom will be affected.
Over the years, the Chinese government has increasingly expressed anger and frustration as to what they consider to be a weak national security regime in Hong Kong (Andrew, 2020). China is trying to end the one country two systems that human rights defenders say will allow China to enforce their ill-defined and vague provisions that are inconsistent with International Human rights.
Opinion
There is a need to support and respect the laws and regulations that will enable Hong Kong to rebuild and recover the economy and, at the same time, protect the agreement of One Country Two Systems. The system has allowed Hong Kong to have legal and city political freedoms that are not available in mainland China. For instance, mainland China violates human rights for government critics, ethnic minorities, as well as democracy advocates within the mainland. The new security laws will affect the freedom of the people and could see people punished for criticism, as seen in mainland China. Hong Kong should be left to enact the security legislation on its own with reference to the Basic Law under the agreement terms between the former British Colony during the handover to the Chinese control in 1997. Hong will no longer be politically autonomous from mainland China which means countries such as the United States may revoke Hong Kong’s special status. Therefore, the city will be tripped of economic and trading privileges that may impact the development of Hong Kong.
The communist-style has violated the rule of law and the agreement, which have impacted the city liberal foundations. There is a need for greater democracy and autonomy for the people of Hong Kong. This will be essential in developing and maintaining the long term social and economic stability of the city. Relatively, independence and freedom of the people in Hong Kong will uphold attractive investments, protect the livelihood of the people, and enhance employment, which is essential to the growth of Hong Kong.
