Week 2: Disaster in Franklin County Reflection Worksheet
Having gone through the simulation about the public health disaster, you have been exposed to a real-world disaster that had many moving parts. As you probably realized, when you were working your way through this simulation, there are many different roles and institutions/organizations that get involved when disaster strikes. You may have also recognized that in disaster situations you are often dealing with imperfect information and there isn’t always a clear and obvious solution for the myriad problems that surface.

One of the aspects that stood out from the simulation is the need to provide reliable information. In any incident, key parties must provide accurate and reliable information. For instance, public health officials may be called out to give details of the happenings and the current situation on the ground. Thus, preparedness helps to deliver reliable data that helps in the process of making quality decisions. The other essential element is the need to guarantee the safety and security of the victims. After the emergence of a natural calamity such as flooding and storm, the top priority should be people’s safety. The presence of reporters seeking to acquire answers should not deter service providers from responding to community needs. The immediate response focus should be saving lives.
Some of the key parties had no clue of the happenings and the outcome. When reporters reached out to understand more about the Franklin County Storm incident, some stakeholders lacked the awareness of the events and the current status. For example, it is inappropriate for an emergency responder to give information that they have no clue about what happened despite being on the ground. It is essential to familiarize oneself with the incidents and their associated conditions to be better positioned to deliver information to the audience. Another key surprising element is the incorporated simulation questions. Some of these sets of choices left an individual unable to make the best selection since they all have major usefulness in handling the incident.
I was surprised by the decisions that I was asked to make. I was not sure of the best selection that would generate the best outcome. For example, in one of the interview sections, a reported asked for a chance to as a question. The two options were “Sure, I have time for a quick response” and “Sorry, I need to go.” I was not sure of the approach to take due to conflicting interests. For instance, if I selected the option that gives a quick question and response time, I might delay life-saving efforts. The other option would translate to negligence as there is an expectation that stakeholders should inform the public about the current status. The other questions also apply a similar contradictory approach. Overall, the decision-making was a hectic process.
The assessment of the effects and briefing procedures are crucial aspects that reflect real-world disaster management. The incident commander organized a briefing session with the public health director to assess the short and long-term effects. Some of the elements discussed included the evaluation of the status of power and water resources. The discussion of these issues paved the way for excellent decisions that catered to the people’s needs and welfare. Additionally, it provided an opportunity to deliver correct data and information to the public domain. The team confirmed that three people had died and injured one transported to the hospital. Information verification during the incident briefing process was achieved.
In this case, the public health concerns included assessing the needs of special populations, the effect on water treatment facilities, and the dissemination of information relating to safe water and food through the use of public service announcements. All these concerns sought to cover the needs, health, and well-being of both people with special needs and other community members affected by the incident.
One of the key roles of a public health officer is developing an incident command system composed of a team to handle the situation. The organizational chart should highlight the role and responsibility of each team member. Another paramount role is the determination of the issues affecting the victims and the community to establish a potential strategy that addresses all their concerns. In this case, food and water are significant concerns for the public health official in efforts to provide safe water and a steady supply of food products. Also, the welfare of those with special needs is a key consideration for public health officials.
