Introduction

Sound and reliable information is a key to policy development, implementation and administration of health systems, research into health, human resources development, health training, services delivery and financing, is the basis for decision making in all building blocks of healthcare systems (National Health Management Information System [HMIS]).

It offers the basis for decisions and has four key functions: data generation and compilation, analysis and synthesis, as well as communication and use. The health data system collects data, analyzes the data and ensures their general quality, relevance and timeliness and converts data into information for decision-making in health (Parasuraman et al., p.37). Sometimes monitoring and evaluation is associated with the health information system, but this is too restrictive. The information system serves broader ends and alerts as well as being essential for monitoring and evaluation.

The CIO role will evolve into a full-length Executive with the responsibility of generating revenue, and of scaling the digital business as head information officers and hospitals focus on technology to information. Indeed, to meet this demand is emergent a new kind of executive, based on traditional CIO skills. That can include changes in the headings, such as innovation or transformation chiefs – or new mashups, like the chief information and analytics officer. Duran-Arehas – p.454 explained that the role of CIO is to be a strategic agent that is more responsible for building and maintaining infrastructures and networks than the traditional IT management with “business insight. This shift requires large changes in strategy, culture, organization, and skills which span all business functions outside the IT organization.

As the CIO, I would suggest that many thoughtful hospital technology leaders are already engaging in an almost purely strategic post-modern CIO approach. The post-modern CIO must be focused in a few areas, which they may not have done so much in the past. One is to make sure they have the right team members. They must ensure that they have the right leaders around them to implement the strategy. In order to deliver strategy CIOs have to understand the company too.
