For this paper, you will need to find an article in the library that relates to any aspect of the federal acquisition process and summarize and discuss the article in the required paper. Federal Acquisition Process

The federal government’s standard procurement procedure engages an institution evaluating the goods and services it requires, accessing the most effective approach for purchasing these products, and carrying out the acquisition process. Even though the process might be simple in theory, any project can be challenging since it engages several actions and decisions. The contracting officer must understand and evaluate the best techniques to use, such as the federal supply schedule. The main source of government procurement data and direction is the federal acquisition guideline that has sections 1-53 of Title 48 of the Code of Federal Laws. Other parts, such as part 2, document definition of procurement terms and conditions, while element 52 contains solicitation necessities and agreement sections.

Preparing a Proposal

Planning

As highlighted in the video, planning is one of the essential requirements needed for the acquisition process to be successful. It is the first step described in FAR part 7 and relies on the available circumstances. For instance, the army requires apparatus that operates where it is required, is useful, has a high level of maintainability, agile, and avoids equipment choices that lead to political debate.  Within the preparation phase, the administration must highlight its buying power leverage (Broadway, 2016). Most government purchase instructions document acquisition exclusively centered on random acquisition mechanisms that are typically channeled towards stopping bid disputes. Therefore, it is essential to acknowledge the time assets needed to organize and implement national acquisition properly.

Requirements for Over-bundling

Performance risk, time frame, and cost can be improved through the over-bundling of a requirement into a one purchase process. This process completes the possible dealer base that is likely to compete for available conditions. It is essential to examine the likely vendors who might compete for the general work statement to be completed. The over-bundled requirements are affected by vague conditions and work reports, more so in the service deals. In such agreements, the CLIN mechanism is priced per individual per hour approach rather than on the service work deliverables themselves (Federal Government Acquisition Process, 2020). Federal or supplier efforts to design value approximation for unclear work statements are strictly limited.

Source Selection Process

The procedure can be easy and difficult, relying on the primary focus of the purchase. If FAR Part 15 is utilized, then the best value idea can be used, which is the idea that the lowest bidder cannot be considered the champion of a contest; instead, an estimation of the available offer centered on a specified source selection process. This process also varies significantly in complication depending on the purchase procedure used; for instance, FAR Part 15, negotiated procurement, or FAR Part 13, simplified acquisition. There is also the statement of work within this process, which varies from one contract to another. If FAR Part 13 is to be used, contracting personnel can select from many procedures such as the government purchase card for all items falling under the micro-purchase level.

Performance Measures

This is also a critical stage that must be completed, as outlined by the regulation. The evaluation and rewarding process should be done with strict adherence to the steps mentioned in the solicitation phase. All people engaged in the tendering process must be treated equally and fairly. The metric measures should also be taken over a period that disseminates critical data regarding the approach to the interested parties; thus, leading to a fact-based decision.
