The Robert Wood Johnson Foundation (RWJF), in 2008 launched the Institute of Medicine (IOM) report outlined on a two-year initiative aimed at the transformation of the nursing practice and professional capacity. The aim of the report is focused on the realization of the growing health needs of a diverse population in the contemporary era, changing patient demands across different lifespans, and the desire to build capacity and competence of the nursing workforce to respond effective to the new phenomenon. The RWJF outlines key recommendations intended to transform the nursing practice, education and training development, professional competence, scope of practice, and development of capacity to deal with contemporary issues (Bormann, 2016). As the health care profession continues to diversify, so does the nursing practice scope and professional capacity. RWJF encapsulates the profound changes as fundamental features essential to the realization of key objectives of the nursing practice in providing efficient health services. Therefore, IOM captures the future of the nursing practice through taking into account the numerous developments in the health care demands diversification prompting advance preparation of the nursing profession to meet the current demands (Harper, 2021).

The IOM report recommendations comprise of four main issues that play a vital role in the provision of diverse health care needs in a highly growing population. The IOM report asserts that the nursing practice should be exercised in accordance to the full extent of their education and training. This is to ascertain that nurses remain highly productive and utilized to the best of their capacity in providing quality and high standard care services. Second, the report emphasizes on the need to provide improved education systems for nurses. Finally, the report emphasizes on the value of effective workforce planning and policy making approaches that are vital in data collection and information infrastructure. The value of health care information is crucial in offering highly advanced services (Pulcini & Lang, 2018). Therefore, the nursing workforce is at the forefront of collection and handling of health care data and generation of crucial information required in delivery of the key services.
Transformation/Influence of the Nursing Practice, Education and Training, Leadership, and Workforce Development
The IOM report emphasizes on the value of recognizing the contemporary challenges in the conduct of nursing practice towards the provision of quality health care services. The report sets standards that include the opportunity to transform the health care system through the improvement of the nursing profession. The nursing practice and workforce development is enhanced through access to quality and improved education and training programs. Today, access to nursing education has been highly regulated and made affordable and easily accessible result in the improvement of the nursing profession (Pulcini & Lang, 2018). Access and pursuit of a career in the nursing profession has been made highly seamless and efficient providing better opportunities for aspiring candidates to attain higher education. The access to leadership opportunities in the nursing profession has been articulated where nurses work collaboratively and as full partners with physicians in the provision of health care services. This is best done through the inclusion of five main aspects that are critical to the aligning of nursing professional capacity and patient care and possible outcomes in the health care service delivery (Rosser, 2018). These include streamlining nursing practice in offering patient-centered care services, emphasizing on team-work and collaboration, incorporation of evidence-based practice, adoption of continuous quality improvement, and incorporation and integration of informatics technology in the nursing practice (Bormann, 2016).
Role of State-based Action Coalitions
The state-based action coalitions bring quality services closer to the people through streamlining policy approaches and health care transformations to the lowest level of the health care system. That is, from the grassroots, local communities, local, region, and state levels. This includes bringing all key stakeholders together including community health workers, businesses, health organization, education, medical professionals, among others towards building a healthier community. This is attained through the improvement of the nursing practice, education, capacity, and competence. The sole purpose of the state-based coalitions is to drive change locally through working with all stakeholders to transform the health care service delivery primarily by improving the nursing practice. The inclusion of key stakeholders in the decision making is vital for building healthier communities. The nursing practice as the center-piece for state-based action coalition results in providing quality patient care.
State’s Action Coalition Initiatives
In different states, there are key issues that health care approaches should prioritize to attain healthier communities. In California, initiatives such as the introduction of a “new law to improve Californians access to care consumers to benefit from improve health equity” to the 39 million residents (Campaign for Action, 2021). The aim is to be attained through enhanced the access of care from Advanced Practice Registered Nurses (APRNs) to ensure access to the highest quality of care and standards of service delivery. Another initiative comprises of “nurse leaders inspired her to be a nurse champion” which encompasses the value of giving support to fellow in becoming the best one can be in their career (Campaign for Action, 2021). The initiative aims at discussing the nurses career paths and reflecting on the best approaches to attain the better self of the nursing profession.
Barriers to the Advancement of State Action Coalition
The main barriers to the advancement of state action coalitions in California mainly revolves on the access and inclusion of passionate groups of volunteers to drive the initiatives towards attaining the set objectives. Also, the implementation requires substantial funds which remains to be a challenge. This sets a precedent of relying on the goodwill of the participants. As a result, it presents a profound challenge to attaining the set objectives in a timely and effective manner. Therefore, for the state-based actions to effectively work, access to funding on various state’s health needs and issues should be prioritized and supported.
